==============================================================================================
PART 1 — DIVERSIFICATION: the whole point. One issuer breaking barely moves a basket.
==============================================================================================
  A single issuer depegs 13.00% (USDC → $0.87, the 2023 SVB event).

              design USDC weight εUSD real value loss
----------------------------------------------------------------------------------------------
 single-issuer εUSDC             100.00%               $0.87              13.00%
   basket: 2 issuers              50.00%              $0.935               6.50%
   basket: 5 issuers              20.00%              $0.974               2.60%
  basket: 10 issuers              10.00%              $0.987               1.30%

  => YOUR THESIS CONFIRMED: a 10-issuer basket turns a 13% single-issuer blowup into a 1.3% dent.
     Diversification works — the pool is strictly more robust than any single issuer. And the
     protocol never becomes INSOLVENT: εUSD is always redeemable for its share of the basket.

==============================================================================================
PART 2 — the LOAD-BEARING mechanism #1: redemption must be PRO-RATA, not free-choice.
==============================================================================================
  Pool: 1000 USDC @$0.87 + 1000 USDT @$1 = $1,870.00 backing 2000 εUSD.

  (A) FREE-CHOICE redemption (redeemer picks the stablecoin) — THE FAILURE MODE:
      first 1000 εUSD holders redeem USDT → get $1,000.00 ($1.00 each).
      last 1000 εUSD holders are left USDC → get $870.00 ($0.87 each).
      => a RUN: first-mover grabs the good asset, stragglers eat the whole depeg. BREAKS.

  (B) PRO-RATA redemption (each εUSD = its share of the basket) — THE FIX:
      every redeemer gets $0.935 of blended basket (0.5 USDC + 0.5 USDT). Equal for all.
      => NO first-mover advantage, NO run. The depeg is socialized AND diluted (Part 1).
      This is exactly ADR-0031 pro-rata redemption — the same run-proofing we already designed.

==============================================================================================
PART 3 — the LOAD-BEARING mechanism #2: mint must NOT be strict-1:1 across a DIVERGED asset.
==============================================================================================
  If the pool mints 1 εUSD per 1 of ANY stablecoin at STRICT 1:1 while USDC sits at $0.87:
      start: 1000 USDC / 1000 USDT (balanced).
      arb #1: dump 100 USDC ($87) → mint 100 εUSD → pull 100 USDT ($100). Profit $13. Pool: 1100 USDC / 900 USDT.
      arb #2: dump 100 USDC ($87) → mint 100 εUSD → pull 100 USDT ($100). Profit $13. Pool: 1200 USDC / 800 USDT.
      arb #3: dump 100 USDC ($87) → mint 100 εUSD → pull 100 USDT ($100). Profit $13. Pool: 1300 USDC / 700 USDT.
      => GRESHAM'S LAW: bad money drives out good. The pool fills with the depegged asset,
         arbitrageurs extract the spread, εUSD holders are left holding the bad one. BREAKS.

  THE FIX (any one suffices, use all three):
   • MARKET-PRICE the mint during divergence: 100 depegged USDC → 87 εUSD (not 100). No free arb.
     (This is just the FX desk's oracle rate — USDC/εUSD = 0.87 when depegged. Same machinery.)
   • ISSUER VETTING + PAUSE: a governance whitelist admits only vetted stablecoins and can PAUSE
     deposits of one that breaks — the pool stops accepting the bad asset at par.
   • CAPS per issuer: no single issuer may exceed X% of the pool (bounds the blast radius, Part 1).

==============================================================================================
PART 4 — it is just the LOW-DRIFT regime of the FX desk we already built.
==============================================================================================
  Stablecoin divergence vs currency FX — the "drift" the band/pro-rata/desk machinery handles:

                      pair typical drift stress drift (historical)
----------------------------------------------------------------------------------------------
USDT / USDC (same currency)                   < 0.10%  ~13% (USDC SVB, ~3 days)
                USDT / DAI                   < 0.30%   ~8% (DAI followed USDC)
       USD / EUR (real FX) ~0.5%/day~19% (2022 parity, months)

  => A unified-USD basket is the SAME desk, with tiny drift and rare, brief divergence. The band
     is small, the pro-rata haircut is ~0 almost always, and the 40/30/30 share is a rounding
     error. Everything we built (report-1..8, ADR-0051) applies — this is its easiest case.

==============================================================================================
VERDICT — the unified USD basket is a GO, with two rules baked in.
==============================================================================================

 CONCEDED — my earlier "never merge issuers" was too absolute. A DIVERSIFIED unified-USD basket is
 a legitimate, deliberate product and a STRONGER framing than a single-issuer token: more robust to
 any one issuer, always solvent, and honest — because you never promise "1 εUSD = 1 real bank USD",
 only "1 εUSD = 1 unit of the diversified stablecoin basket, blockchain-to-blockchain 1=1 lock/mint".
 Issuer fragmentation becomes a BACKEND ledger; the user sees one "USD". That is the right UX.

 THE TWO RULES THAT MAKE IT WORK (both already in our design):
  1. PRO-RATA redemption (ADR-0031) — never free-choice — so a depeg can't be run; it is socialized
     AND diluted across the basket (Part 1+2).
  2. NO strict-1:1 mint across a diverged asset — market-price it (the FX oracle), + issuer vetting/
     pause + per-issuer caps — so Gresham's law can't fill the pool with the broken one (Part 3).

 WHAT THIS CHANGES IN THE BUILD: the M2 "unify chains, NOT issuers" rule is REPLACED by "one εUSD
 per currency, backed by a vetted multi-issuer basket, per-issuer + per-chain ledger in the
 background, pro-rata redemption, per-issuer caps, oracle-priced during divergence." The covenant is
 the same UnifiedUsdtReserve generalized from per-chain counters to (issuer × chain) counters.

 HONEST RESIDUAL: εUSD's real-world value floats with the basket (a correlated depeg of the WHOLE
 basket — a systemic USD-stablecoin event — would move it; diversification only kills IDIOSYNCRATIC
 issuer risk, not systemic). Disclose "basket-backed, value tracks a diversified stablecoin index",
 never "$1.00 guaranteed". That is the one true cost, and it is an honest label, not a flaw.
