Governance · Athenae Politeia

Athena — goddess of wisdom and protection — names Athenae Politeia, the governance protocol.

Athenae (Ἀθῆναι) — the city she guards; Politeia — the state. Together: the Athenian State.

A multi‑layer protection system, designed to drive the risk of malevolent capture toward zero.

Voting rooted in something money cannot directly buy — sortition, bicameralism, and bidirectional accountability, in the classical style of Athenian Democracy.

The dApp runs on Bitcoin Cash with on‑chain validation only. Off‑chain and L2 activity is treated as counterfeit to the protocol until proved otherwise — that is, any such claim must be submitted to the Bitcoin Cash network nodes, which validate it against consensus rules and either confirm it on‑chain or reject it. Nothing counts until the nodes have settled it. The architecture is hardcoded; votes decide outcomes, never the system itself.

The tiers · Athenian ranks

Above the base layer, privilege is bidirectional — the same machinery that admits a member can demote one. Every privilege is contestable through the process that granted it.

Metoikoi · Metics
The base layer — free participants/residents with no vote, no political influence, no decision power. The Athenian metic: present and active, outside the political body.
Polites · Citizen
Admitted from the Metics. The right to vote and to vouch — citizenship carried as a Pinakion, the bronze citizen‑ticket once placed in the sortition machine; here, the on‑chain token that grants the vote.
Bouleutai · Delegated
The sortitioned council (the Boule — boulē, “will”). Privileged attesters — vouch in the random delegated chamber, earn a higher reward share.
Areopagus · Themidae
Council of the elders. Themis — goddess of divine law and justice — the rare, top‑tier protection layer: veto, re‑vote, extend. Hard to earn, hard to lose.
Nomothetes · Founder
The lawgiver. Permanent by deliberate choice — bootstrap authority and reserve crisis role, bounded by an eight‑layer mitigation stack.
The Athenian lexicon

Athenae does not borrow a metaphor from Athens — it rebuilds the apparatus as covenants, and improves it. No magistrate to bribe, no archon to forge a roll, no herald to miscount. Each ancient office becomes a contract that cannot lie.

Kleroterion
The allotment machine that chose the Council by lot. Reborn as block‑hash entropy that draws jurors after the votes are committed — so no chamber can be pre‑bought.
Dokimasia
The scrutiny before office. Here the on‑chain pre‑gate: Citizens vouch for a candidate’s social existence, staking their own standing.
Psephos
The cast ballot — once a bronze pebble, now a covenant‑issued vote, counted by Diapsephisis, the trustless on‑chain tally.
Euthynai
The accountability audit every official faced. Automatic and unforgettable here — the complaint and demotion flow no demagogue escapes.
Ostracism
Removal by the community’s vote. Symmetric with admission: the same machinery that grants a rank can take it back.
Graphe Paranomon
The suit against an unconstitutional decree, which suspended it pending review. Here the Elders’ freeze — a pending action routed back to the community.

The citizen roll is the Katalogos; enrolment onto it, Engraphe; the assembly that convenes a vote, the Ekklesia; the citizen’s own token, the Pinakion. One‑citizen‑one‑vote is the default. Stake‑weighted voting is offered, not enforced — a creator may optionally choose it (for treasury or shareholder contexts), but the protocol never imposes it.

Three‑stage gating

Every admission and every demotion runs through three independent stages — a candidate's allies act only in the auditable pre‑gate; both actual votes are sortitioned.

Pre‑gate · Dokimasia
On‑chain EndorsementCovenant — the Athenian scrutiny before admission. Citizens endorse to prove social existence, not to vote. Endorsers stake their own standing.
Stage 1 · Citizens
A sortitioned chamber of random Citizens. Tests broad community legitimacy.
Stage 2 · Delegated
A sortitioned chamber of random Delegated Members. Tests expert qualification.
The 29‑cap
A probabilistic majority filter — 15 of 29 ≈ 52% for routine admissions; the strict 21‑mode ≈ 71% for Elder and constitutional actions.

Jurors are drawn by the Kleroterion — pinned‑block‑height entropy; a no‑show is replaced by the next draw, so griefing cannot stall the process. Vouchers are paid for participating regardless of how they vote — separating the decision incentive from the participation incentive, and defanging bribery by construction.

Anti‑plutocracy & capture resistance

Voting weight needs real assets and skin in the game — acquired only through the swap mechanism, with no leverage or derivative path — so an attacker's cost grows exponentially, not proportionally.

One option for the vote asset is a Dynamic‑Rate Asset: backing stays fixed and always‑redeemable; only the non‑recoverable fee escalates, so a voter never holds more than the base backing recoverable per vote. To capture the system an attacker must defeat capital, social‑network penetration, time, and Elder detection simultaneously — costs combine multiplicatively.

The Founder is a bounded‑trust role: seven damage‑limiting checks plus a constitutional removal path. The residual is named precisely — one bounded action during an announcement window with unresponsive Elders — qualitatively different from an unbounded backdoor.
