Seven fixed tiers (ALLOWED_RATE_TIERS) — the slider snaps to each (rate purity, Rule 1). Sub-1,000 is impossible at the dust limit (§5.3). At 10,000 sat/unit a 0.5% mint fee ≈ 50 sat/unit.

NBA assets carry no backing rate — value is market-set, no peg, no PNV floor. This step is skipped for non-backed types.
