site/theseus: point the Windows download at 0.3.50

Browse source 
Version and hashes matched to the just-published installer + portable.
The /latest/… redirect will follow within five minutes of the manifest
update landing (dl-latest.sh regenerates the redirect table off
releases-manifest.json on a cron).
