prometheus.x: sharpen category copy, add publishers' walkthrough

The eight category cards now say why that shelf is different on
Prometheus than on a store, instead of just naming things that go in
it. The lede loses the "Google Play or an App Store" rhetorical setup
for a shorter claim about where the curation actually lives.

content/publish.html is new — a full step-by-step for a publisher:
what you need before you start, the walkthrough from name to listing
to update to withdrawal, a note on endorsements, and what each piece
costs. The front page's Publishing section gets a "Full walkthrough →"
link into it. README spells out that content/ is the source of truth
and that a new file still needs a wp-admin page to render.

site/prometheus/index.html (the ICANN mirror teaser) gets the same
category copy so the two surfaces do not disagree.
